A reclusive Maryland billionaire's plans to turn his expansive art collection into a public museum the size of the East Building of Washington D.C.'s National Gallery of Art may be scuppered by a sewer hook up. Mitchell Rales, 117 on Forbes' wealthiest 400 Americans, opened his spectacular 200-acre Potomac estate, known as Glenstone, to the public in 2006. Since then 10,000 people have admired his personal art collection, which includes works by Calder, Matisse and Rothko, visiting on Thursdays and Fridays, by appointment only.
