New Mexico Film Investments The State Investment Council may make loans to New Mexico film and television projects in an amount up to 6% of the market value of the Severance Tax Permanent Fund. In March 2011, the Council voted to adjust the structure of these loans, lowering the minimum loan amount to $500,000. The maximum loan amount remains capped at $15 million per project under NM statute. The SIC's film loan program can now make loans to NM film and TV projects at a market rate of interest, provided the projects have acquired an appropriate letter of credit as guarantor for the loan. Other statutory requirements mandate the project to be wholly or substantially produced in New Mexico, have a distribution contract in place, post a completion bond and 75% of the production crew must be New Mexico residents.
