That's roughly the same amount of money Connecticut faces in a massive two-year projected state budget deficit. Yet Connecticut taxpayers are due to give Ray Dalio's company $115 million under a program Gov. Dannel Malloy says is designed to encourage companies to invest in jobs here instead of out-of-state.
